Trump’s New Executive Order Mandates Slashing 10 Regulations for Every New Rule
For every new federal rule, President Donald Trump plans to eliminate 10 old ones.
That’s the core of his latest executive order, "Unleashing Prosperity Through Deregulation," signed Friday. Trump, a longtime critic of government red tape, argues that excessive regulations stifle economic growth.
The new directive requires federal agencies to repeal “at least 10 existing rules, regulations, or guidance documents” for every new rule or regulation introduced.
Trump’s Push for Deregulation
“It is the policy of my administration to significantly reduce the private expenditures required to comply with federal regulations to secure America’s economic prosperity and national security,” the order states.
The order further mandates that agency heads ensure the cost of new regulations in fiscal 2025 is ‘significantly less than zero.’
Unclear Implementation Strategy
It remains unclear how federal agencies will determine which regulations to eliminate or how their overall economic impact will be assessed.
Trump issued a similar executive order in 2017, requiring agencies to remove two regulations for every new one. Former President Joe Biden repealed that directive on his first day in office in 2021.
Guidance from the Office of Management and Budget
The order tasks the Office of Management and Budget (OMB) with setting guidance for implementation.
Meanwhile, Trump’s nominee to lead OMB, Russell Vought, advanced to a Senate floor vote on Thursday, despite Senate Budget Committee Democrats boycotting the decision. Vought, a key architect of the controversial Project 2025 agenda, is expected to play a crucial role in executing Trump’s deregulatory vision.
